Montagane is one of many nations built around a mountaintop that also happens to be one of the three superpowers that currently dominate the world. It has the remnants of the French culture, to the point where it's basically a "New France".
The structure is considered to be one of the most sound in the world. This can mostly be attributed its intelligent design that allows for stable support even in the event of a few supports cracking. In addition, the constructors are very care with how they construct various structures. For example, hangars are built externally above ground instead of inside mountains in the event of a potential natural collapse. Ports for airships tend to be the same way.
As for city structure, while the locations of what classes live where is relatively scattered, they still retain their characteristics. Upper class people tend to live in fancy places or mansions, with some even having courtyards. The middle class tend to live in city apartments, though suburbs are slowly starting to be built. Lower class locations are close to appearance as shantytowns. The shanties are mostly remnants of locations that used to be inhabited by middle class before surveyors began to expand the nation.
Montagane's government is that of a monarchy. A single ruling power watches over the entire nation, and at the moment is currently responsible for keeping the peace. However, while they have been able to do so for quite a while now, the nation has been begun to enter a state of unrest as a result of the increased aggression from the Azure Coalition from their loss of territory by volcano. With their resources in disarray, it has begun to fall on the lower parts of the upper class to maintain order while the upper order deals with the outside world.
However, that is not to say that Montagane is an entirely passive country. Just like the other superpowers, they also set out to conquer territories whenever their resources run a little too dry. Though they never try to make hell for the territories they do conquer, their tactics do cause a kind of chaos that takes some time to go away.
The military influence and might is something that the other superpowers are looking out for. As a result of their resources going out to maintaining the peace of the nation, there are less active forces than most other nations, even including the ones spread out over Montagane to keep watch. To make up for it, Montagane has developed a tactical prowess that is unparalleled by the other superpowers. Hostage-taking, subterfuge, sabotage, and any others. They are pragmatic in their approaches for conquests. Though the powers of the monarchy would prefer to have the least messiest solutions, they know that there is sadly no choice with the resources they have.
